MANILA — Newly appointed Public Works Secretary Vince Dizon announced on Tuesday the abolition of the Anti-Graft and Corrupt Practices Committee within the Department of Public Works and Highways (DPWH). This committee, originally established by former Secretary Manuel Bonoan, was tasked with investigating alleged irregularities involving department officials and employees.

Secretary Dizon expressed his firm stance against internal investigations, stating, “The task force or committee that was set up within the DPWH to investigate—I’m sorry, but I don’t agree with it. So today, I’m going to dissolve it. I’m sorry but I have to dissolve it today.” He emphasized, “I don’t believe that the DPWH should investigate itself. I think there’s something wrong with that.”

New Approach to Accountability and Investigation

Instead of relying on the internal committee, Dizon revealed that he has ordered the courtesy resignation of all DPWH officials from top to bottom. The incoming team will review ongoing projects and forward their findings to an independent commission recently announced by President Ferdinand Marcos Jr.

“We will look at the projects. We will look at the accountability of those within the DPWH. Whatever we see, we will submit it to the independent commission so that they can investigate,” the secretary explained. He added, “They will be the ones to say if anyone should be held accountable. It shouldn’t be us. I don’t believe in that principle. For me, that’s wrong.”

He also respectfully addressed his predecessor, saying, “Sorry to former Secretary Manny, but I find that wrong.”

Focus on Internal Cleaning and Transparency

Secretary Dizon highlighted that his primary focus will be on internal reforms and cleansing within the DPWH. “I will focus internally. My focus is internal – cleaning up the inside – and our information. We will pass it on to the independent commission,” he stated.

The Anti-Graft and Corrupt Practices Committee was created under Department Order No. 166, series of 2025, dated August 28, by former Secretary Bonoan. Its mandate was to probe the agency’s officials and employees amid ongoing government investigations into alleged anomalies in flood control projects nationwide.

Transition of Leadership and Commitment to Reform

On Monday, Vince Dizon took his oath as the new DPWH secretary following the resignation of Manuel Bonoan. The formal turnover ceremony is scheduled for Tuesday afternoon, marking the start of Dizon’s leadership and reform agenda.

Community members and officials noted that the shift signals a new direction for the DPWH, one that prioritizes transparency, accountability, and collaboration with external watchdogs.
