DMW Launches Probe into Overseas Workers Welfare Administration Land Acquisition

The Department of Migrant Workers (DMW) has begun investigating the Overseas Workers Welfare Administration’s (OWWA) P1.4 billion land acquisition deal. This high-value transaction, which took place last year, has raised concerns over procedural irregularities. According to sources familiar with the matter, the deal allegedly bypassed essential approval steps, prompting the DMW to look into the case thoroughly.

OWWA administrator Patricia Yvonne Caunan confirmed the ongoing investigation during a recent news forum in Quezon City. She explained that the land purchase near Ninoy Aquino International Airport (NAIA) was intended to provide accommodation for overseas Filipino workers (OFWs). However, the acquisition reportedly did not receive the necessary approval from the Board of Trustees, which is chaired by DMW Secretary Hans Leo Cacdac.

“There’s an investigation… we will allow due process to take its course,” Caunan stated, emphasizing the agency’s commitment to transparency and accountability.

Details and Impact of the Land Acquisition Controversy

The land deal in question has been temporarily suspended amid the ongoing probe. Reports indicate that this controversy may have contributed to the removal of the previous OWWA administrator, Arnell Ignacio, although official statements have not confirmed this connection.

Caunan, who assumed her role as OWWA administrator on May 16, has a strong background in labor policy and international cooperation. Before her appointment, she served as Undersecretary for Policy and International Cooperation since 2022. Her experience includes successfully negotiating 15 bilateral labor agreements with countries such as Canada, Austria, Saudi Arabia, Qatar, Finland, Denmark, Singapore, Croatia, Slovenia, and Kuwait.

The DMW’s investigation will involve close coordination with the Department of Justice (DOJ) and the Commission on Audit (COA) to ensure a comprehensive review of the transaction. This collaboration aims to clarify whether proper protocols were followed and to uphold the integrity of agencies serving Filipino migrant workers.
