DOJ and DSWD Launch Referral System for Child Victims

MANILA, Philippines – The Department of Justice (DOJ) and Department of Social Welfare and Development (DSWD) have joined forces to establish a referral system for children who suffered from violent crimes. This partnership ensures that these young victims receive the compensation they deserve promptly and with care.

The memorandum of agreement (MOA) was officially signed on Tuesday at the DOJ headquarters in Manila. This new referral system promises to streamline how child victims access financial assistance and support services.

Background and Purpose of the Referral System

According to officials, the initiative began last year when the DOJ’s Board of Claims consulted with the DSWD to develop clear policies and procedures. Their goal was to guarantee that monetary aid reaches victims directly without unnecessary delays.

Senior Assistant State Prosecutor Anna Noreen Devanadera explained, “The beneficiaries of this program are mostly minor victims of sexual abuse, human trafficking, and online sexual abuse and exploitation whose common perpetrators are their parents or legal guardians and have been turned over to the DSWD shelters for custody and support services.”

How the Referral System Works

The agreement outlines precise steps, roles, and communication channels between DOJ and DSWD. This coordination ensures every minor victim receives benefits from the DOJ Board of Claims and DSWD with compassion and on time.

Under the MOA, a child victim is defined as anyone under 18 years old under the care of a DSWD-managed residential facility. These children are unable to protect themselves from abuse, neglect, exploitation, or discrimination.

The crimes covered include rape, acts committed with malice resulting in serious harm or death, torture, enforced disappearance, trafficking, and online sexual abuse or exploitation.

Compensation and Support for Victims

The DOJ Board of Claims will evaluate and process claims referred by the DSWD. Eligible beneficiaries will receive financial compensation to help alleviate their suffering and support their recovery.

Justice Undersecretary Deo Marco emphasized, “This advances our shared objective of delivering holistic justice that does not end in the prosecution of offenders but extends to the healing and rehabilitation of victims.”

This collaboration marks a significant step toward protecting vulnerable children and ensuring they access justice beyond court victories.
