MANILA, Philippines — The Department of Justice (DOJ) has issued an immigration lookout bulletin order against 43 contractors and government officials allegedly involved in anomalous flood-control projects. This move aims to monitor the travel of those under investigation and prevent potential flight risks.
These actions came after the DOJ received separate requests from the Senate Blue Ribbon Committee and the newly appointed Department of Public Works and Highways (DPWH) chief Vince Dizon. Contractor & Development Corporation, and Pacifico F. Discaya, its authorized managing officer. Also named are Alex H. Abelido, president of Legacy Construction Corporation, and Ma. Roma Angeline Discaya Rimando, owner and manager of St. Timothy Construction Corporation.
Other contractors on the list include Allan B. Quirante of QM Builders, Erni G. Bagao of EGB Construction Corporation, and Eumir S. Villanueva, president of Topnotch Catalyst Builders Inc. The list further identifies Pamela A. Villanueva, Lawrence R. Lubiano of Centerways Construction and Development Inc., and Ryan Willie David Uy, proprietor of Road Edge Trading & Development Service.
Additional names include Darcy Kimel D.J. Respicio, general manager of Darcy and Anna Builders and Trading; Edgardo A. Saggum, owner/manager of Eddmari Construction and Trading; Maritoni P. Melegrito, authorized managing officer of Elite General Contractor and Development Corporation; and Ferdinand L. Beltran, owner/general manager of Ferdstar Builders Contractors. The list also mentions Melanie B. Raymundo, Alvin D. Diego, and Aderma Angelie Descarga Alcazar, among others.

The immigration lookout bulletin order also names several DPWH officials linked to the flood-control projects. Former district engineer Henry C. Alcantra and former assistant district engineer Brice Ericson D. Hernandez of Bulacan’s 1st District Engineering Office are included.
Other officials listed are Maria Catalina E. Cabral and Ramon A. Arriola III, both Undersecretaries for Planning, Public-Private Partnership, and Information Management Service. Luz M. Dela Rosa, director of the DPWH Internal Audit Service, and Gerard P. Opulencia, OIC Regional Director for the National Capital Region, are also named.
