DOLE Responds to Over 34,000 Worker Concerns in Q1

The Department of Labor and Employment (DOLE) has handled more than 34,000 concerns from Filipino workers regarding workplace conditions and employment welfare during the first quarter of this year. Through its Hotline 1349, the agency managed 34,037 calls and responded to 35,041 inquiries via voice and non-voice platforms.

This impressive volume highlights DOLE’s active role in safeguarding worker rights and ensuring timely assistance. The exact four word keyphrase “workplace conditions and employment” is central to these efforts, reflecting the agency’s commitment to addressing issues affecting Filipino employees.

Labor Standards Dominate Workplace Concerns and Employment Queries

The majority of calls, accounting for 68.69 percent, revolved around labor standards. Among these, unpaid final pay was the most common issue, comprising 23.67 percent of the labor standards concerns. Other frequent topics included holiday pay calculations at 11.78 percent, resignation procedures at 9.7 percent, and both labor inspection requests and separation pay at 4.7 percent each.

Employment facilitation inquiries made up 19.42 percent of the total, with most questions focused on local employment at 82.5 percent. Additional concerns involved probationary employment policies at 6.3 percent, Alien Employment Permits at 4.7 percent, the Government Internship Program at 1.2 percent, and employer-related matters such as immediate resignation and workplace liabilities at 1.5 percent.

Social Welfare and Protection Issues

Social welfare and protection queries represented 4.8 percent of the calls. These primarily involved the non-remittance of mandatory benefits at 44 percent and extended maternity leave inquiries at 24 percent. Furthermore, there were 240 calls related to work accidents or deaths, 10 percent concerning due process in administrative suspensions, and 6 percent regarding tax-related issues.

Other Areas of Concern

Other inquiries, including reportorial requirements and miscellaneous topics, accounted for 6.7 percent. Labor relations issues represented the smallest portion, only 0.38 percent of the total calls.

Workers who reported that their employers failed to remit government-mandated contributions were advised to file formal complaints with the Social Security System (SSS), PhilHealth, and the Pag-IBIG Fund. This guidance aligns with DOLE’s ongoing effort to ensure compliance with labor laws and protect workers’ welfare.

DOLE continues to reaffirm its dedication to protecting labor rights and providing prompt support to both workers and employers through Hotline 1349. This service operates from Monday to Friday, between 6 a.m. and 10 p.m., making it accessible to many Filipinos nationwide.
