DPWH Implements PET Plastic Bottle Waste in Road Construction
The Department of Public Works and Highways (DPWH) has officially made the use of polyethylene terephthalate (PET) plastic bottle waste a standard practice in national road projects. This move aims to improve pavement durability while promoting sustainable infrastructure development across the country.
According to sources familiar with the matter, the agency recently issued a department order to adopt a new specification for asphalt mixtures incorporating PET plastic waste. This initiative marks a significant step forward in the DPWH’s commitment to eco-friendly construction methods.
New Specification Integrated into National Standards
The new guideline, identified as Item 310 (19) and titled “Bituminous Concrete Surface Course with PET Plastic Bottle Waste, Hot-Laid,” has been included in the DPWH Standard Specification for Highways, Bridges, and Airports, Volume II. Regional offices, Unified Project Management Office (UPMO) clusters, and District Engineering Offices will apply this PET-infused asphalt mix on upcoming road projects nationwide.
This development builds upon the department’s 2024 policy that allowed the use of low-density polyethylene (LDPE) plastic bag waste in road construction, reflecting a broader push to integrate recycled plastics into public works.
Ensuring Consistency Through Digital Integration
To guarantee consistent application, the new PET plastic bottle waste specification has been embedded into the department’s Project and Contract Management Application (PCMA). This system covers all phases of project execution, including planning, procurement, and monitoring, ensuring seamless implementation across all levels.
Local experts highlight that turning plastic waste into valuable resources for infrastructure is a forward-looking approach that addresses both environmental and structural challenges.
“Turning waste into a valuable resource for building better and more roads is the future of public infrastructure development in the country,” the department’s leadership emphasized, adding their commitment to advancing innovations that support climate-resilient and sustainable construction.
The Impact on Sustainable Infrastructure
By institutionalizing the use of PET plastic bottle waste in road projects, the DPWH is setting a precedent for environmentally responsible public works. This strategy not only reduces plastic pollution but also enhances the strength and longevity of road pavements.
Community leaders noted that such initiatives play a crucial role in addressing waste management issues while improving public infrastructure quality.
