DPWH Officials Face Temporary Overseas Travel Ban

The Department of Public Works and Highways (DPWH) has imposed a temporary ban on personal overseas travel for its officials and employees. This move comes amid ongoing validation efforts linked to the multibillion-peso flood control program scandal, which has drawn nationwide attention.

DPWH chief Manuel Bonoan, in a memorandum dated August 29, emphasized the agency’s dedication to transparency and accountability. He stated that the suspension of all personal travel abroad will remain effective immediately and continue until the end of November 2025, unless circumstances call for an earlier lifting or further extension.

Details of the Travel Suspension

The memorandum clarifies that only personal travel for urgent medical reasons will be exempted. This directive aligns with the Civil Service Commission’s Omnibus Rules on Leave and other relevant regulations, which grant agencies discretion to regulate foreign travel of their personnel based on public interest and operational needs.

Local leaders noted that the approval of leave requests depends heavily on service exigencies. Travel authority for personal trips is not automatic but subject to stringent review, underscoring the agency’s commitment to uphold integrity during the probe.

Wider Government Investigation on Flood Control Projects

Earlier, the President ordered lifestyle checks on all government officials, beginning with those in the DPWH, as part of a comprehensive investigation into controversial flood control projects across the country. This initiative aims to ensure that public funds are utilized properly and that officials remain accountable.

Officials reported that the entire executive branch is included in this scrutiny. Furthermore, agencies such as the Office of the Ombudsman, Commission on Audit, Bureau of Internal Revenue, and Bureau of Customs, along with local government units, have been directed to conduct parallel investigations.

Presidential Warning and Commitment to Justice

The President has issued a stern warning that the crackdown will spare no one, regardless of political alliances. “There will be no allies or adversaries in the government’s crackdown on questionable flood control projects,” community members quoted the statement, highlighting the administration’s resolve to uphold justice and public trust.

The DPWH travel ban reflects a broader effort to reinforce transparency and prevent any interference during the ongoing probe. Officials are expected to cooperate fully to restore public confidence in government infrastructure programs.
