DPWH Reassigns Key Officials Amid Flood-Control Probes
The Department of Public Works and Highways (DPWH) has initiated the reassignment of key officials amid ongoing investigations into flood-control projects across the country. These moves are part of the agency’s effort to enhance efficiency and transparency in public service delivery, sources reported.
In a recent announcement, the DPWH emphasized that the reassignments align with its commitment to uphold integrity while ensuring the timely completion of infrastructure projects crucial to the Filipino people.
New Leadership in Catanduanes and Albay Districts
According to Special Order (SO) 137 dated August 28, Engr. Vivian G. Biaco has been appointed as officer-in-charge of the District Engineer’s Office in Catanduanes. She replaces Engr. Simon N. Arias, officials noted.
Meanwhile, SO 138 details that Engr. Leonardo B. Gonzales has been reassigned as Assistant District Engineer of the Albay 2nd District Engineering Office, taking over from Engr. Joanne T. Morales. Morales, in turn, was assigned as officer-in-charge of the Office of the Assistant District Engineer in Albay’s 3rd District Engineering Office, replacing Gonzales, community members said.
Regional Director and Assistant Director Positions Shifted
Further changes include SO 140, which names Engr. Editha R. Babaran as officer-in-charge of the Office of the Regional Director for DPWH Region IV-B. She succeeds Engr. Gerald A. Pacanan, according to local leaders.
Additionally, SO 141 designates Engr. Ronalyn P. Ubiña as officer-in-charge of the Office of the Assistant Regional Director for DPWH Region II, a position previously held by Babaran. These adjustments reflect the department’s strategy to strengthen governance amid the flood-control project scrutiny, officials reported.
Authority and Commitment Behind Reassignments
The DPWH clarified that these reassignments fall under the authority granted to the Secretary of Public Works and Highways through Executive Order No. 124, series of 1987. This empowers the Secretary to designate officers-in-charge and reassign officials in the interest of public service and good governance.
