DSWD Supports PWD Mauled on Edsa Carousel Bus
MANILA, Philippines — The Department of Social Welfare and Development (DSWD) has stepped in to provide assistance to a person with disability (PWD) who was violently attacked on an Edsa carousel bus. The incident occurred on the busy Epifanio Delos Santos Avenue, putting the spotlight on the urgent need for protection of vulnerable passengers.
The victim, known as “Mak-mak,” is on the autism spectrum. He boarded the Edsa carousel at the Kamuning station and was assaulted by fellow passengers near the Buendia station on the morning of June 9. The case has drawn widespread concern, prompting immediate action from social welfare authorities.
DSWD Protective Services Bureau Crisis Intervention Unit Director Edwin Morata confirmed that the Central Office is closely monitoring the situation. “Upon Secretary Rex Gatchalian’s directive, we are processing the necessary services to ensure Mak-mak receives the support he deserves,” Morata stated.
Following the attack, Mak-mak underwent a psychological evaluation to assess his condition. The DSWD Central Luzon office has already extended initial aid, including continued therapy, livelihood assistance for his family, and cash aid to help stabilize their situation.
Legal Action and Ongoing Investigation
Mak-mak’s lawyer, Angelo De Alban, revealed they are gathering evidence to press charges against three suspects. These individuals face allegations under Republic Act 7610, which focuses on the Special Protection of Children Against Abuse, Exploitation, and Discrimination. Two additional suspects remain unidentified as the investigation continues.
De Alban emphasized the gravity of the case: “This is not just an ordinary physical injury case. We will pursue this as child abuse because the victim has an intellectual disability,” he said in Filipino. He referred to Section 3 of RA 7610, which defines children as those below 18 years old or those with disabilities unable to protect themselves from abuse.
Meanwhile, the Department of Transportation has suspended the licenses of both the bus driver and conductor. Authorities criticized their failure to intervene during the assault, underscoring the responsibility of public transport personnel to ensure passenger safety.
