DSWD Condemns Physical Abuse of Person with Disability
The Department of Social Welfare and Development (DSWD) strongly condemned the recent physical abuse of a person with disability aboard a public bus. This distressing incident, captured on video and widely shared on social media, has sparked outrage due to its inhumane nature.
The footage reveals a visibly shaken victim being violently attacked by several individuals. Witnesses described the assault as involving kicking, punching, and even electrocution. DSWD Crisis Intervention Program Director Edwin Morata expressed deep concern over the cruelty. “Walang anumang excuse ang ginawa nilang pambubugbog sa nakikita naman nilang person with disability at alam nilang nangangailangan ng unawa. Hindi makatao ang gawaing ganun,” he said.
Immediate Response and Support for Victim
The DSWD is actively coordinating efforts to locate the victim and provide comprehensive support. This includes medical care, psychological counseling, and legal assistance. Morata emphasized that beyond treating physical injuries, trauma counseling is crucial to help the victim emotionally recover. “Maliban sa tinamo niyang injury, kakailanganin din ang assistance upang matulungan siyang iprocess ang trauma mula sa pangyayari,” he added.
Government’s Role in Protecting Persons with Disability
Morata reaffirmed the government’s commitment to safeguarding the rights and welfare of persons with disability. Efforts are underway to ensure their inclusion in national development and protect them from harm. “Violent actions against any member of the sector set us back in achieving our goal of giving them a chance to nation building,” he said.
The legal framework protecting persons with disability includes Republic Act 7277, the Magna Carta for Persons with Disability. This law prohibits discrimination and guarantees access to public services and accommodations. Furthermore, Republic Act 9442 imposes penalties for verbal and non-verbal abuse or public ridicule of PWDs.
If the victim is a minor, additional protection under Republic Act 7610 may apply. This law offers special protection for children against abuse, exploitation, and discrimination.
Call for Public Assistance
Morata encouraged the public to come forward with any information that could help identify the perpetrators. Such cooperation is vital to support law enforcement and ensure justice for the victim.
