DSWD Orders Cease and Desist Against Subic Bay Children’s Home
The Department of Social Welfare and Development (DSWD) has issued a 30-day cease and desist order against Subic Bay Children’s Home, Inc. following serious allegations. Officials reported that the facility faced accusations of physical and sexual abuse, unauthorized public solicitation, and mismanagement of funds.
The agency also cited improper case management and failure to comply with DSWD’s registration, licensing, and accreditation standards. These violations prompted swift action to protect the vulnerable children under the home’s care.

“Our cease and desist order will pave the way for a thorough investigation and appropriate actions such as preventive suspension and removal of staff alleged to have committed the abuses, as well as filing of the appropriate cases,” said DSWD chief Rex Gatchalian.
He emphasized the department’s primary duty: “The primary responsibility of the department is to protect the Filipino public, especially those who are supposed to be benefiting from the work of the SWDAs (Social Welfare and Development Agency). The allegations made against Subic Bay Children’s Home are grave, which is why we lost no time and acted with haste for the sake of the children.” Community members noted the urgency of these measures to safeguard the children’s welfare.

According to sources within the agency, the facility must implement corrective actions based on the findings of the ongoing probe into SBCHI’s operations. The DSWD requested a written explanation from the home’s management in the presence of the fact-finding team members.
“Abuse is normal and it happens in all residential facilities, but it does not happen every day,” Gatchalian revealed, underscoring the importance of vigilance and accountability.

In addition to the cease and desist order, the DSWD instructed the facility to place all children under its protective custody. Officials reported that these children will receive safe shelter, nutritious food, medical treatment, psychosocial support, and other necessary interventions to aid their recovery and well-being.
