DSWD Opens Regional Rehabilitation Center for Girls in Cebu
The Department of Social Welfare and Development (DSWD) officially inaugurated its Regional Rehabilitation Center for Youth exclusively for girls in Consolacion, Cebu. This new facility aims to support girls in conflict with the law by offering a safe and nurturing environment tailored to their unique needs.
Designed with dormitories, therapy rooms, and activity areas, the center provides comprehensive services to help young women recover and reintegrate into society. Collaborative Effort Supports Youth Rehabilitation
The project is a joint effort between the Juvenile Justice and Welfare Council—an attached agency of the DSWD—the Department of Justice, and the Cebu provincial government. Social Welfare and Development Secretary Rex Gatchalian, outgoing Cebu Governor Gwendolyn Garcia, and Consolacion Mayor Teresa Alegado led the inauguration ceremony on Friday, June 20, 2025.
DSWD spokesperson Irene Dumlao highlighted that young women often encounter greater vulnerabilities, including trauma, abuse, and societal stigma. She explained, “Young women and girls face distinct challenges that are different from their male counterparts. These include higher vulnerability to trauma, abuse and societal stigma.” The center is meant to be a safe space dedicated to healing and rehabilitation.
