DSWD Seeks Law to Secure Tara, Basa! Tutoring Program
MANILA, Philippines — The Department of Social Welfare and Development (DSWD) is working to institutionalize the Tara, Basa! tutoring program by seeking legislation that would ensure its long-term sustainability and nationwide expansion. The agency believes this law will strengthen the program’s impact on education and livelihood support for disadvantaged youth.
During a recent media forum at the DSWD Central Office, Undersecretary Edu Punay of the Innovations and Programs Development Group emphasized the program’s critical role in bridging education gaps. “This program already has an Executive Order from President Ferdinand R. Marcos Jr. to fast-track its implementation. But yes, for the longer term, we need a law. For Tara, Basa!, we have already found a sponsor for a bill,” Punay said, according to sources.
How Tara, Basa! Supports Students and Communities
Launched in 2023, the Tara, Basa! tutoring program targets second- to fourth-year college students from low-income families, especially those studying education and social work. These students receive cash-for-work compensation by tutoring elementary learners facing challenges in reading and comprehension. This approach not only helps young readers improve but also provides livelihood opportunities for college tutors.
In addition, beneficiaries conduct parenting and learning sessions for the parents or guardians of public school children. This encourages family involvement in early education, which is vital for learner development. The student tutors commit to 20 days of service, earning wages aligned with regional standards.
Aiming for Sustainability and Growth
Undersecretary Punay highlighted the importance of securing the program’s future. “This is vital for sustainability, and that’s our target,” he noted. “Hopefully, it will grow as large as the Pantawid Pamilyang Pilipino Program (4Ps) in the years to come.”
The program was officially institutionalized as a flagship initiative through Executive Order No. 76, signed by Executive Secretary Lucas Bersamin on November 22, 2024. It is a joint effort between the DSWD and the Department of Education (DepEd), building on previous education assistance efforts.
Proven Impact and Nationwide Expansion Plans
Since its pilot phase in 2023, Tara, Basa! has already benefited over 350,000 individuals, including struggling early-grade readers, their families, and the college tutors themselves. The DSWD hopes that the proposed law will not only secure the program’s place in the country’s social welfare landscape but also allow it to reach more regions across the Philippines.
