DSWD Assistance to Individuals in Crisis Situation Reaches Over 900,000 Filipinos
MANILA — The Department of Social Welfare and Development’s Assistance to Individuals in Crisis Situation (AICS) program has provided medical aid to more than 900,000 Filipinos in just the first half of 2025. The AICS program continues to be a vital lifeline for those facing unexpected emergencies.
According to recent reports, the DSWD’s Operations Group Crisis Intervention Unit (CIU) extended help to 953,560 individuals, disbursing medical assistance worth over P8.5 billion. This impressive outreach demonstrates the government’s commitment to supporting Filipinos during their times of need.
Cash Aid and Medical Guarantees Support Thousands in Crisis
Among the beneficiaries, 670,825 received cash assistance of up to P10,000 to cover various urgent needs. Meanwhile, 282,735 were provided with guarantee letters to help offset hospitalization, medication, and diagnostic expenses. These efforts aim to ease the financial burden that sudden illnesses impose on families.
“A sudden illness or medical emergency can cripple a family that is already struggling. The same is true for our clients who may be financially stable or earning, but when a family member falls ill, they still face a major setback and crisis,” said DSWD Assistant Secretary Irene Dumlao. She added, “Through our AICS program, we provide appropriate support so they can avail of needed medical services or interventions, and eventually recover.”
Clarifying Misconceptions About the AICS Program
The AICS program faced criticism after the May 2025 midterm elections, with some alleging it was used for political purposes. DSWD Crisis Intervention Unit Director Edwin Morata firmly denied these claims, stating, “no one can use the programs for their political advantage.”
He also emphasized that AICS is not limited to the poor or only cash aid recipients. Beneficiaries may receive support for medical needs, funerals, education, transportation, material assistance, food, and psychosocial services. This comprehensive approach ensures that various aspects of a crisis are addressed beyond immediate financial relief.
AICS Continues to Serve Millions Nationwide
Since its inception in 2014, the AICS medical assistance program has helped over 8.5 million clients, according to DSWD records. This long-standing initiative remains crucial in providing timely aid to Filipinos across the country.
