Duter7 Bloc Commits to Escudero Leadership
MANILA, Philippines — The Duterte bloc, now identified as the “Duter7” in the Senate, has pledged its support for the continued leadership of Senate President Francis “Chiz” Escudero in the 20th Congress. This commitment came just weeks before the new Congress convenes on July 28.
Senator Ronald “Bato” Dela Rosa revealed this during the Kapihan sa Senado forum on July 9. “We have already committed,” he stated. “I don’t know if the others have signed yet. I’ve already signed,” he added, referring to a resolution backing Escudero’s leadership.

Aside from Dela Rosa, six other senators from the Duter7 bloc have expressed their support. These include Senators Christopher “Bong” Go, Robin Padilla, Rodante Marcoleta, Imee Marcos, and siblings Mark and Camille Villar. All seven are known allies of former President Rodrigo Duterte and Vice President Sara Duterte.
When asked about Senator Imee Marcos’s stance, Dela Rosa said he was unsure if she had already spoken to Escudero. Nevertheless, he emphasized that the Duterte bloc, in principle, supports Escudero as Senate President. “But in principle, we—the Duterte bloc—have discussed it, and we are inclined to support Chiz Escudero as Senate President,” he explained.
Reasons Behind Support for Escudero
Dela Rosa clarified that his support was not influenced by any offers or promises. “I didn’t ask for anything. Nothing was promised to me either,” he said. Instead, he values Escudero’s leadership style, describing it as open and inclusive.
“I just liked the way he handled things with us in the Senate. His leadership is very open to everything. He’s not close-minded—just because he’s like that…” Dela Rosa added.
He also praised Escudero’s ability to listen, which he believes is essential in a democratic institution. “He listens. That’s what we need in a democratic institution—to hear everyone out,” the senator stressed.
Looking Ahead to the 20th Congress
As the 20th Congress approaches, the Duter7 bloc’s commitment signals a unified front to support Escudero’s presidency in the Senate. This alliance among Duterte loyalists could influence legislative priorities and the overall dynamics within the chamber.
