New Law Enhances Early Childhood Care and Development

President Ferdinand Marcos Jr. has signed a new law aimed at improving early childhood care and development for Filipino children from birth to age five. The measure, known as Republic Act No. 12199 or the Early Childhood Care and Development System Act, was signed on May 8, 2025. It focuses on enhancing education, nutrition, and caregiving support during the critical early years, establishing a strong foundation for children’s future growth and success.

Key Provisions of the Early Childhood Care and Development System Act

This law updates the earlier Republic Act No. 10410, the Early Years Act of 2013, and reflects recommendations from the Second Congressional Commission on Education to reform the education system. It clearly defines roles: the Early Childhood Care and Development Council will oversee programs for children aged zero to four, while the Department of Education will handle those aged five to eight, following the Enhanced Basic Education Act of 2013.

Integrated and Inclusive Approach

The Early Childhood Care and Development System Act promotes a more integrated and holistic approach. It calls for cooperation among various national and local agencies to deliver sustainable support across health, nutrition, education, and social welfare sectors. Moreover, it prioritizes the inclusion of children with disabilities by ensuring accessible facilities and tailored accommodations, reinforcing mandates from Republic Act No. 11650.

Goals and Implementation Strategy

The law aims to reduce child mortality, support all aspects of child development, prepare young learners for formal education, and provide early interventions for children with special needs. Local government units will play a vital role as frontline implementers, operating through dedicated offices to bring programs closer to communities. Meanwhile, the ECCD Council will coordinate nationwide efforts to maintain consistency and quality.

By enacting this legislation, the government reaffirms its commitment to uphold every Filipino child’s right to comprehensive care and a strong start in life.
