EDSA upgrade construction postponed after rainy season

The Department of Public Works and Highways (DPWH) is set to delay the EDSA upgrade construction until after the rainy season. This decision comes as the agency reviews a revised rehabilitation plan focusing on faster and more cost-effective construction methods. The team is now testing the structural bearing capacity of the current pavement to find less disruptive solutions that align with the President’s instructions.

Instead of fully reconstructing the entire 23.8-kilometer highway as originally planned, the DPWH is exploring alternatives such as quick-drying cement, web reinforcements, and innovative pavement mixtures. These new methods aim to shorten construction time and lower costs without sacrificing road quality. “Our original concept was to rebuild the entire structure. That scheme is a bit expensive,” said a local official. The updated plan prioritizes practical, durable upgrades that meet public needs.

Phased repairs to continue amid delay

Although the full-scale rehabilitation might be pushed to early 2026, the DPWH will proceed with phased repairs and reblocking work on sections that need immediate attention. “If there are sections we can work on now, we will continue with that kind of scheme first,” sources said. This approach helps address urgent road issues while avoiding major disruptions.

The upgrade was initially slated to start on June 13 but was postponed following a directive from the President, who expressed concerns about worsening traffic congestion and commuter inconvenience. The rainy season’s arrival and the upcoming ASEAN meeting were also considered in the scheduling decision. Conducting major roadworks during the wet season is challenging and could cause further delays.

Coordinated efforts to minimize disruption

The DPWH is working closely with the Metropolitan Manila Development Authority (MMDA) and the Department of Transportation (DOTr) to ensure that EDSA Busway operations remain unaffected once construction begins. Coordination among these agencies aims to maintain smooth traffic flow and commuter safety throughout the rehabilitation period.

An updated rehabilitation plan is expected to be submitted to the President before the end of July. Officials reaffirm their commitment to easing the “agony of the traveling public” along Metro Manila’s busiest highway through careful planning and innovative solutions. The revised timeline and methods reflect a balance between urgency and practicality in improving one of the nation’s key transport corridors.
