New Education and Workforce Development Group Formed

MANILA, Philippines — The government has launched a major initiative to tackle persistent challenges in education and workforce development. The creation of the Education and Workforce Development Group (EWDG) is a critical move designed to unify efforts across agencies, local leaders noted. This new body aims to address the fragmented implementation and misaligned policies that have long hindered progress.

Karol Mark Yee, executive director of the Second Congressional Commission on Education (Edcom 2), praised the establishment of the Education and Workforce Development Group. He described it as an essential step toward resolving the complex issues facing the country’s education system and workforce readiness.

Interagency Collaboration to Enhance Education

Executive Secretary Lucas Bersamin signed Administrative Order No. 36 on August 13, officially creating the Education and Workforce Development Group. This interagency body will be chaired by President Ferdinand Marcos Jr., with the education secretary as co-chair and the labor secretary serving as vice chairperson, community members said.

Other key members include the chairperson of the Commission on Higher Education, the migrant workers secretary, the socioeconomic planning secretary, and the director general of the Technical Education and Skills Development Authority. This high-level representation ensures a comprehensive approach to education and workforce challenges.

Mandate and Goals of the Education and Workforce Development Group

The Education and Workforce Development Group will serve as the primary coordinating body for all issues related to education and workforce development in the Philippines. Its mandate includes streamlining policies and programs across various sectors to create a cohesive and effective system, officials reported.

Yee emphasized that the group’s objectives align closely with the reforms advocated by Edcom 2. Notably, the group will oversee the development of a 10-year National Education Workforce Development Plan (NEWDP). This plan aims to provide a unified strategic direction that matches the fast-changing demands of the economy.

Addressing Fragmentation and Overlapping Responsibilities

According to Edcom 2’s Year One Report, education agencies currently juggle at least 68 interagency responsibilities, yet none focus specifically on education coordination and manpower development. The Education and Workforce Development Group is designed to fill this critical gap, local leaders noted.

“Its establishment is driven by the necessity to create an effective coordinating mechanism among various agencies involved, aiming to foster a complete, adequate, and integrated education system,” Yee stated. This initiative is expected to make the education sector more responsive and competitive on a global scale.

With high-level leadership and a comprehensive mandate, the Education and Workforce Development Group is set to transform the Philippine education system. Officials reported that this body will help synchronize efforts across government agencies, ensuring that education and workforce development programs are well-aligned and impactful.

As the nation moves forward, the group’s coordinated approach is anticipated to improve teacher development, policy consistency, and program implementation, ultimately benefiting students and workers alike.
