EMB-10 Orders Closure of Poultry Farms in Misamis
CAGAYAN DE ORO CITY — Following persistent complaints about fly infestations, the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources in Northern Mindanao has ordered the closure of all poultry farms in Alubijid town, Misamis Oriental. This decision comes after more than a year of community concerns over the worsening nuisance caused by these farms.
The EMB-10 regional director, Reynaldo Digamo, issued an omnibus order dated July 31, 2025, highlighting the “surge of complaints regarding fly infestations and foul odor” linked to several poultry operations in Alubijid. This order aims to address the public health and environmental issues caused by these farms.
Complaints Spur Action Against Poultry Farms
Since April 30, 2024, authorities have documented six complaints from residents in the villages of Taparak, Poblacion, Sampatulog, and Lourdes. Despite notices of violation served to the poultry operators, the problems have persisted, as shown by a recent complaint filed on July 10, 2025.
Director Digamo emphasized that it was challenging to pinpoint a single farm responsible for the fly infestation and foul odors. Therefore, he recommended that the local government suspend business permits of all poultry operators in the area to effectively address the issue.
Local Government Encouraged to Act
In the omnibus order, Digamo “encouraged” the Alubijid municipal government to enforce the suspension of poultry farm operations to protect the welfare of affected communities. However, the names of the specific poultry farm operators were not disclosed in the order.
Local leaders and community members have expressed relief at this firm stance, hoping it will restore their environment and quality of life. The EMB continues to monitor the situation closely to ensure compliance and prevent further environmental harm.
