Expanded Tertiary Education Equivalency and Accreditation Program Opens Doors

President Marcos recently emphasized that learning goes far beyond the traditional classroom setting. He highlighted how the Expanded Tertiary Education Equivalency and Accreditation Program acts as a vital second chance for Filipinos aspiring to complete their college education and pursue their dream careers.

On June 17, at Malacañang Palace, the President led the unveiling of the implementing rules and regulations for Republic Act No. 12124. He welcomed this milestone, calling it the fulfillment of a long-held aspiration. “Finally, we have institutionalized what we have dreamed of for many years,” he remarked, underscoring the shift towards recognizing diverse learning paths.

Learning Beyond the Classroom

“Learning is not confined to the classroom,” Marcos said, noting that profound lessons often arise from work experience, managing family businesses, or hands-on trades. This law, signed in March 2025, offers individuals who did not finish college a renewed opportunity to advance.

He added that the program not only saves money on tuition and materials but also unlocks access to higher positions, improved income, and broader professional prospects. “This law gives our fellows who were not able to finish college a second chance,” the President affirmed.

Never Stop Dreaming: A Pathway to Success

Marcos encouraged Filipinos to keep dreaming despite challenges. “Huwag kayong humintong mangarap. Ang tunay na sukatan ng dunong ay ang kakayahan ninyong harapin ang mga pagsubok upang matupad ang inyong mga pangarap. Naniniwala po akong patunay kayo na walang limitasyon ang kayang abutin ng bawat Pilipino,” he said.

The law also promotes inclusivity in education by acknowledging that intelligence and learning are not always linear. Educational institutions are urged to adopt flexible methods that respect varied backgrounds, life experiences, and learning styles.

Supporting Skilled Filipinos Across Sectors

The President emphasized that the legislation recognizes the expertise of caregivers, mechanics, technicians, and entrepreneurs, granting them deserved academic acknowledgment. This recognition contributes to stronger industries and a more competitive workforce, advancing inclusive national progress.

Implementation and Eligibility

Marcos instructed the Commission on Higher Education and its partners to ensure smooth implementation and proper monitoring of deputized higher education institutions. The program is designed to benefit Filipinos who qualify based on their competencies and work experience.

The Expanded Tertiary Education Equivalency and Accreditation Program offers a formal route for Filipinos to earn academic degrees by validating skills gained through work, non-formal training, and informal education. Applicants must be Filipino citizens, at least 23 years old, high school graduates, and possess a minimum of five years of relevant work experience. Their abilities are assessed through tests, interviews, skills demonstrations, and portfolio reviews.

Quality Assurance and Program Permanency

The new implementing rules ensure consistent quality and procedures across participating institutions. This framework replaces the previous executive order, establishing the program as a permanent, fully funded national initiative.
