MANILA, Philippines — The League of Cities of the Philippines (LCP), representing the nation’s city mayors, has urgently called for transparency and accountability in all flood control projects. The league demands a comprehensive government audit and performance review to uncover the true status of these initiatives, which are critical to protecting Filipino communities.
San Juan City Mayor Francis Zamora, LCP president, emphasized the importance of addressing the alleged anomalies in the country’s flood control projects. “We fully support the ongoing investigation into the so-called ‘ghost’ flood control projects,” he said, highlighting the need for clear and truthful reporting on their actual progress.
President Marcos Highlights Flood Control Failures
The call for transparency echoes President Ferdinand Marcos Jr.’s recent remarks during the State of the Nation Address. The president described the “dismal state of flood control initiatives” that have persisted for years, continuing to put lives at risk across the Philippines.
“We, city mayors, have witnessed firsthand these alarming events that cause our constituents to suffer—from loss of life and livelihood to disruptions in children’s education, as well as increased health risks such as leptospirosis brought about by unmitigated flooding,” Zamora said, reflecting the harsh realities faced by many communities.
Demand for Truthful Reporting on Flood Control Projects
The League of Cities urged national government agencies to cooperate fully and provide honest updates on flood control infrastructure. “It is imperative to put an end to corrupt and ineffective practices and instead pursue long-term solutions to flooding that are both effective and sustainable,” Zamora emphasized.
He added that science and technology now offer viable strategies, especially when integrated with climate change adaptation and sound urban planning. These modern approaches could help cities become more resilient against recurring floods.
Active Participation and Multi-sector Support
The LCP continues to actively engage in efforts to mitigate flooding and welcomes support from various sectors, including the private sector. “Collaboration is key to developing sustainable flood control solutions that protect our communities,” local leaders noted.
Currently, the government is investigating allegations of “ghost projects” related to flood control. President Marcos revealed that nearly 20 percent of the P545-billion budget dedicated to flood mitigation was awarded to only 15 contractors, raising concerns about fairness and transparency.
Public Works Secretary Manuel Bonoan confirmed the existence of such “ghost” flood control projects in several Bulacan districts, stating that investigations are ongoing to hold accountable those responsible.
