President Marcos Highlights Contractor Concentration in Flood Control Projects

President Ferdinand Marcos Jr. recently disclosed a surprising trend regarding flood control projects under his administration. The president revealed that among nearly 10,000 flood control initiatives from the past three years, only a small fraction of the 2,409 contractors received the majority of the high-value contracts. This concentration of awards raises questions about the distribution of government resources and project management.

During a press briefing at Malacañang, President Marcos stated that about P100 billion—roughly 20 percent of the total P545-billion budget allocated for flood mitigation from July 2022 to May 2025—was granted to just 15 contractors. Officials described this finding as a “disturbing assessment,” signaling a need for further scrutiny.

According to data provided by the Department of Public Works and Highways (DPWH), the following contractors have secured the most flood control contracts:

  • Road Edge Trading & Development Services

Among these, five contractors stand out for having projects across almost all regions nationwide. These are Legacy Construction Corporation; Alpha & Omega Gen. Contractor & Development Corp.; St. Timothy Construction Corporation; EGB Construction Corporation; and Road Edge Trading & Development Services. Community members noted that their widespread presence warrants closer examination.

President Marcos Calls for Closer Review

While the president stopped short of making direct accusations against these contractors, he emphasized their prominence in the flood control sector. He said, “Five of these contractors had projects in almost the entire country. So these are the ones that immediately popped out [among the list], and, for me, should be the ones whose projects should be looked into.”

Sources close to the administration confirmed that investigations are ongoing to evaluate all flood control projects executed over the past three years. Officials affirmed that this review aims to ensure transparency and efficiency in government spending.

Local Government Units Favor Smaller Contractors

Drawing from his experience as the former governor of Ilocos Norte, President Marcos shared insights on infrastructure project management. He explained that local government units often prefer to contract smaller firms for minor infrastructure projects. This approach allows for easier communication and faster project completion. He said, “My experience as governor is that as much as possible, we try to do it locally. Because it is easier to talk to the contractor to expedite the work. You have some influence over the [project].”

Officials reported that this local approach contrasts with the concentration of contracts awarded to a handful of large contractors for flood control projects, highlighting a potential gap in project allocation strategies.

Next Steps and Public Accountability

Government watchdogs and community leaders have called for transparency regarding these contracts. Efforts to reach out to the 15 contractors mentioned by the president are underway, with statements pending. Observers hope that the ongoing investigations will clarify the situation and promote equitable distribution of government projects.
