Public Works Secretary Vince Dizon declared former Bulacan First District engineer Henry Alcantara guilty of multiple administrative cases linked to questionable infrastructure projects in Bulacan. When confronted about signing a certificate of completion for a project later found to be nonexistent, Alcantara initially cited the overwhelming paperwork on his desk. However, community members and officials presiding over the inquiry were not convinced by this explanation. One source noted that the excuse failed to justify the irregularities discovered.

Secretary Dizon stressed that this ruling serves as a stern warning to Department of Public Works and Highways (DPWH) officials and staff involved in ghost or substandard projects. “As the president said, we will not let the corrupt in government go unaccounted for,” he declared firmly.
