Ilocos Norte Launches Free Transport Program
A free transport program for indigent patients with severe medical conditions will soon be implemented in Ilocos Norte. This initiative aims to assist those undergoing dialysis, chemotherapy, and radiotherapy by providing them with reliable transportation to and from treatment facilities.
Provincial Board Member Johanson Chua confirmed the program’s approval following the enactment of Provincial Ordinance No. 2025-07-006. This ordinance aligns with the Universal Health Care Act (Republic Act No. 11223) to ensure vulnerable patients receive the healthcare support they need without transportation barriers.
Addressing Transportation Challenges for Healthcare
Chua emphasized that frequent medical treatments often impose significant transportation expenses on indigent patients. These costs can prevent patients from attending their necessary appointments, leading to deteriorating health conditions.
“Ilocos Norte has a clear goal to promote and protect the health and welfare of its residents, especially those who are indigent and chronically ill. This policy aims to ensure that these individuals have access to life-saving medical treatment by providing free transportation,” Chua said in a media interview.
Ordinance Details and Implementation
The ordinance highlights that transportation costs remain a critical obstacle for indigent and vulnerable patients, contributing to treatment non-compliance. To address this, the Metro Ilocos Norte Council is finalizing the program’s rules, including scheduled routes and designated pick-up and drop-off points for eligible beneficiaries.
Coordination is underway with the Provincial Health Office, Provincial Social Welfare and Development Office, and Municipal and City Health Offices to facilitate seamless service delivery. These agencies will collaborate to ensure the program operates efficiently and reaches those most in need.
Community Role in Beneficiary Identification
Local government units and barangay health workers in Ilocos Norte hold the responsibility of identifying eligible beneficiaries. Their efforts will help guarantee that no indigent patient requiring critical medical treatment is left behind under the free transportation program.
Officials reported that this initiative represents a significant step toward reducing healthcare disparities and supporting the province’s vulnerable populations.
