Fugitive Chinese National Barred Entry in the Philippines
A fugitive Chinese national was turned over to Chinese authorities after being denied entry to the Philippines, the Bureau of Immigration (BI) confirmed on Sunday, June 15. The fugitive, Shi Baoyi, 36, was handed over last June 9 and flew back to Guangzhou, China.
BI Commissioner Joel Anthony M. Viado revealed that Shi was intercepted by immigration officers on May 29 at Ninoy Aquino International Airport (NAIA) Terminal 3. He arrived from Hanoi, Vietnam, but his name appeared on the BI’s active blacklist issued earlier this year.
Attempt to Resist Exclusion Process
According to the commissioner, Shi tried to resist the exclusion process by slamming his head into the glass case of a fire extinguisher. “No act of resistance will deter us from enforcing the law. We remain committed to the President’s call for strong and secure borders, and we will continue to prevent foreign fugitives from using the Philippines as a safe haven,” Viado declared.
After the incident at NAIA, Shi received medical treatment and was detained while arrangements for his return were finalized.
Background and Charges Against Shi Baoyi
Chinese authorities informed the BI that Shi was convicted in Henan Province in 2022 for Undermining Credit Card Administration. He received a sentence of two years and six months imprisonment. Furthermore, Shi faced additional charges and was classified as both undesirable and a fugitive from justice.
Local officials noted the BI’s firm stance against allowing foreign fugitives to evade justice by entering the country. The case highlights ongoing efforts to tighten border security and uphold the rule of law.
