Outgoing Zamboanga City 2nd district Representative Mannix Dalipe urged incoming lawmakers to build a Congress focused on solutions and purpose—not noise and personalities. “Because in the end, it’s not about who speaks the loudest—it’s about who delivers the most for the Filipino people,” he emphasized during his valedictory speech at the plenary.
Dalipe expressed pride in being part of a House that stood firmly for what was right and just. He acknowledged that many colleagues faced political backlash for their stands, but stressed, “But standing on the right side of history is never a mistake.”

As chairman of the House Committee on Rules and former House majority leader, Dalipe highlighted the tough decisions made amid a politically charged atmosphere. Despite turbulence, the House remained steadfast in defending its work.
“Our work was not without turbulence. We faced questions, criticisms, and moments of tension. And that’s expected. That is democracy,” he said.
He praised the collective strength of the majority bloc, thanking members for their “steadfastness, trust, discipline.” He reminded that “Unity is not uniformity—it is collective resolve.”

Under Speaker Martin Romualdez, the House pushed forward legislation impacting every Filipino, from food security and education to national defense and fiscal reform. Dalipe noted, “Together, we transformed debates into action. We navigated long sessions, contentious amendments, and sometimes, yes, even personal sacrifices—all for the sake of nation-building.”
