Ghost Projects Reveal Deeper Systemic Issues
Recent revelations about ghost projects and substandard flood control initiatives have exposed systemic problems within government infrastructure efforts. The Integrated Bar of the Philippines (IBP) emphasized that these ghost projects are symptoms of deeper sickness affecting public service. Both the House of Representatives and the Senate are now separately investigating flood control projects that have cost the government billions of pesos, highlighting the urgency of addressing these issues.
In response, President Ferdinand Marcos Jr. announced the formation of an independent fact-finding body to scrutinize infrastructure projects under the Department of Public Works and Highways (DPWH) during his administration. This move aims to ensure transparency and accountability in public works.
Admission of Negligence in Project Inspections
During a recent House Tri-Committee hearing, Bulacan district engineer Henry Alcantara admitted to signing completion certificates for projects without conducting actual inspections. Officials reported that such acts are not isolated but rather reflect a system weakened by patronage and impunity, where public trust and safety are routinely compromised.
The IBP stressed the importance of thorough investigations into all government-funded projects. “The necessity for a thorough investigation into all government-funded projects is imperative as we ought to expose wrongdoing, hold accountable those responsible, and ensure that public resources serve their purpose,” community members said.
Empowering the Public Against Corruption
In light of these revelations, the IBP launched a nationwide anti-corruption campaign centered on empowering citizens and strengthening institutional oversight. This campaign includes establishing Anti-Corruption Desks in all IBP chapters nationwide, designed to receive complaints, collect evidence, and facilitate remedies against corruption.
Simultaneously, the IBP will create a Committee on Good Governance tasked with providing impartial oversight, investigating corruption allegations, and promoting integrity in public service. This committee will leverage the IBP’s extensive network of legal professionals to ensure a robust and independent approach to accountability.
Strengthening Accountability and Public Trust
The campaign aligns with the IBP’s agreement with the Anti-Red Tape Authority (ARTA) to combat bureaucratic abuse and improve public service delivery. Officials reported that the IBP aims not only to condemn corruption but also to rebuild public trust by establishing systems where accountability is the norm rather than the exception.
