Urgent Global Call to Combat AI-Powered Misinformation
House Speaker Martin Romualdez has issued a pressing appeal to world leaders to unite in addressing AI-powered misinformation and cybersecurity threats. Speaking at the 29th Parliamentary Intelligence-Security Forum in Madrid, Spain, last May 22, Romualdez emphasized the growing dangers posed by artificial intelligence being weaponized to spread false information, manipulate politics, and weaken democratic institutions.
He stressed that “in an age when misinformation, cyber warfare, and AI disruption threaten the very fabric of our societies, the need for vigilance and unity among democracies has never been greater.” This highlights the urgent global call to combat AI-powered misinformation that lawmakers must heed.
Strengthening Legislative Cooperation Against Cyber Threats
Romualdez highlighted the importance of international collaboration to counteract data manipulation, cyberattacks, and AI-generated propaganda. He referenced the Philippine-led resolution adopted during the 45th ASEAN Inter-Parliamentary Assembly, which advocates for coordinated national strategies on responsible AI use aligned with the ASEAN Digital Masterplan.
This resolution encourages member states to pursue AI innovation while safeguarding citizens from abuse and manipulation. ASEAN, or the Association of Southeast Asian Nations, counts the Philippines as a founding member.
Lawmakers’ Role in Protecting Digital Integrity
The Speaker underscored the critical role legislators play in ensuring digital technologies serve as tools for progress rather than division. He called for stronger cross-border frameworks to regulate technology platforms, enhance information literacy, and boost societal resilience against deepfakes and synthetic media.
“Forums like the PI-SF allow us to expand these initiatives globally. Here, we are not merely exchanging intelligence—we are building solidarity, mutual understanding, and the legislative muscle to defend freedom and prosperity in this rapidly shifting world,” Romualdez added.

The Parliamentary Intelligence-Security Forum, hosted by the Spanish Senate and chaired by a former US Congressman, convenes legislators and security experts to create consensus on tackling global intelligence and cybersecurity challenges.
