The government is prepared to facilitate the return of expelled Negros Oriental congressman Arnolfo A. Teves Jr. to the Philippines following his recent arrest in Timor-Leste. Officials stated they are committed to arranging his transfer by the most efficient means once the legal details are clarified.
“We are ready to arrange the transfer of custody by the most expeditious means once we are clarified on this issue,” a Department of Justice (DOJ) spokesperson said, highlighting the government’s readiness to act promptly.

While authorities have welcomed recent statements from Timor-Leste indicating a shift in their stance that Mr. Teves should no longer remain in their territory, the government is awaiting concrete action. It remains unclear whether Teves will be deported for being undocumented or extradited based on the existing Philippine request.
The DOJ noted, however, that the Philippine government has yet to receive any official legal documentation regarding Teves’ status. Previously, the Timor-Leste Court of Appeals had approved the extradition request submitted by the Philippines, but this decision was unexpectedly reversed, causing delays.

Arnolfo Teves Jr., designated a terrorist by the Anti-Terrorism Council, faces multiple serious charges. These include his alleged involvement in a March 4, 2023 shooting incident in Pamplona, Negros Oriental, which resulted in the deaths of Governor Roel Degamo and nine others.
A regional trial court issued an arrest warrant for Teves in 2024 related to the Pamplona shooting case. Additionally, the Department of Foreign Affairs canceled his passport following the court’s order, classifying him as an undocumented alien in Timor-Leste.
Background on Teves’ Departure and Expulsion
Before the Pamplona shooting, Teves left the country for the United States and has not returned since. Due to his extended and unauthorized absences, the House of Representatives decided to expel him from his congressional seat.
Eventually, Teves traveled to Timor-Leste, where he sought asylum. His presence there triggered the current legal and diplomatic efforts for his return to face charges in the Philippines.
