Government Strengthens Peace Initiatives with LGUs Nationwide

Partnerships Forge Stronger Peace and Development

The Office of the Presidential Adviser on Peace, Reconciliation and Unity (Opapru) has partnered with 78 local government units (LGUs) nationwide to boost the implementation of development initiatives in communities affected by or vulnerable to conflict. This collaboration marks a significant step forward in advancing peace and progress through targeted projects.

Officials reported that the Memorandum of Agreement (MOA) was signed last Friday, covering 138 peace and development projects with a combined budget of P3.7 billion. These efforts are part of the government’s Payapa at Masaganang Pamayanan (Pamana) program, designed to bring lasting benefits to conflict-affected areas.

Pamana Program: Building Peace and Prosperity

Opapru described the partnership as a key mechanism to sustain peace and development projects across the country. The program focuses on rehabilitating, reconstructing, and developing isolated and conflict-vulnerable communities, ensuring that government efforts are inclusive and impactful.

“This agreement is not about personalities, it is about people, and about results,” said Presidential Peace Adviser Carlito Galvez Jr. He emphasized that Pamana belongs to the Filipino people, representing their roads, water systems, livelihoods, and future.

Impactful Projects in Mindanao and Beyond

In Mindanao, several projects are already underway, including the construction of a fish landing facility and a water system in Barangay Nusa, Balindong town. Local leaders expressed optimism about the benefits these initiatives will bring.

“With the guidance of Allah, these projects will not only improve lives, but will also serve as enduring symbols of peace and resilience for the whole of the world,” said Balindong Mayor Amer-Reggie Bagul.

Meanwhile, Agusan del Norte Governor Ma. Angelica Rosedell Amante acknowledged the completion of four farm-to-market roads worth P317 million implemented last year. She highlighted their role in connecting remote communities and fostering trust in government services.

“These roads are more than just infrastructure; they are pathways to peace and progress. They connect remote communities, provide access to markets, and foster trust in the government’s presence and services,” Amante noted. She also pledged continued efforts to reintegrate former communist rebels into mainstream society.

Commitment to Transparency and Accountability

Presidential Peace Adviser Galvez assured that all Pamana projects will be closely monitored and transparently reported in partnership with LGUs. This approach aims to build and maintain public trust through accountability and visible results.

“We recognize that the government must earn trust every single day,” Galvez said. “Our commitment is to deliver results that speak louder than words, and to ensure these projects uplift lives across generations.”
