Groups Urge Defense of K to 12 Program

Private Sector Backs K to 12 Program

Several private sector groups firmly oppose calls for the removal of the K to 12 program, urging instead its improved implementation. These organizations emphasize the program’s essential role in equipping Filipino youth with the skills needed for employment, lifelong learning, and active citizenship.

In a joint statement signed by over 35 groups—including former officials, educational institutions, and church representatives—they described proposals to scrap the K to 12 program as a step backward for the Filipino workforce. “In light of ongoing proposals to remove the senior high school (SHS) program, we believe that doing so would be a step backward in our collective efforts to improve the Filipino workforce,” the statement said.

Addressing Learning Gaps Before Senior High

The groups noted that the root of weak learning outcomes lies much earlier than SHS. They cited a World Bank study revealing that over 90 percent of Filipino students at age 10 (grade 4) struggle to read simple sentences. “Therefore, Senior High School is not the source of our weak outcomes. It is even more needed to remediate our students and better prepare them for work or further studies,” they added.

They urged the government to focus on strengthening the program by addressing foundational skills and aligning education with economic needs. The groups also support ongoing reforms, such as the pilot rollout of an enhanced SHS curriculum and partnerships with private education institutions.

K to 12 Bridges School-to-Work Gap

“The K to 12 program, besides strengthening core skills, is designed to bridge the school-to-work gap and equip students with practical, employable skills,” the statement explained. When implemented correctly, it prepares learners for higher education, employment, or entrepreneurship.

The evolving Philippine economy demands skilled workers, making the program critical. However, challenges persist, including learning gaps and limited immersion opportunities, which cause misalignments between SHS education and industry standards. To address these, the groups called for urgent reforms focusing on teacher quality, curriculum relevance, student support, and meaningful private sector involvement.

Private Education Assistance Committee Weighs In

Separately, the Private Education Assistance Committee (PEAC) voiced support for continuing and improving the K to 12 program. While acknowledging frustrations, PEAC urged policymakers to pursue meaningful reforms rather than dismantle the system.

Doris Ferrer, PEAC Executive Director, said, “We hear the discontent—they are real and valid. But the answer is not to dismantle a policy designed to provide equal opportunities to Filipino learners. The solution is to implement it effectively and efficiently.”

She highlighted that K to 12 was meant to level the playing field between private and public school students, as private schools previously had access to more comprehensive programs. “K to 12 is fundamentally a pro-poor policy. To undo it now would be to reverse a critical step toward equity in our education system,” Ferrer added.

She also warned that repealing the program would displace thousands of trained SHS teachers and waste years of investment in infrastructure and human capital.
