GSIS Accelerates Digital Transformation with Member-Driven Tools
MANILA – The Government Service Insurance System (GSIS) is fast-tracking its digital transformation by rolling out new tools and policy reforms designed to improve accessibility, cut red tape, and ease financial pressures on its members. This move demonstrates GSIS’s commitment to becoming a fully digital, member-focused institution.
GSIS President and General Manager Jose Arnulfo Veloso emphasized that the shift centers on listening closely to what members need and reshaping services to meet those demands. “We listen to what our members need. Every reform we implement begins with their feedback,” Veloso explained.
Innovative Digital Platforms Enhance Member Experience
During a recent stakeholder dialogue held at Sequoia Hotel Manila Bay, representatives from government agencies, state universities, and partner institutions gathered to discuss the progress of GSIS’s reforms. Key initiatives include the introduction of the GSIS Touch mobile app, facial recognition technology for pensioners, and Digital Hubs in branch offices. These innovations have enabled 99 percent of transactions to be completed online, significantly streamlining the process for members.
Additionally, GSIS simplified access to financial assistance through the Ginhawa Max Loan Buyout program. Now, applicants only need a letter of intent from their agency head, which accelerates the approval process. To date, the combined Ginhawa Flex and Ginhawa Lite loan programs have disbursed PHP 413.4 billion, supporting 1.9 million applications nationwide.
Financial Relief and Housing Support for Members
GSIS also introduced a penalty condonation policy that applies simple interest calculations to unpaid balances, providing members with more manageable repayment options. “We’re not just cutting lines or paperwork. We’re making real changes that ease the financial burdens of our members,” Veloso affirmed.
In the housing sector, the Lease-With-Option-to-Buy program has helped more than 4,000 families acquire affordable homes. Meanwhile, nearly 2,000 borrowers have avoided foreclosure thanks to the Housing Accounts Remedial and Condonation Program.
Protecting Public Assets and Enhancing Disaster Resilience
Beyond individual benefits, GSIS expanded protection for public assets by insuring over 130,000 public school buildings through the National Indemnity Insurance Program. This initiative strengthens government resilience against disaster risks and supports continuity in public services.
As GSIS continues to implement these member-driven digital reforms, it underscores the agency’s dedication to modernizing services and providing tangible benefits to its members and the wider public sector.
