Heated Tobacco Products Transform Japan’s Smoking Trends
In recent years, heated tobacco products have dramatically reshaped Japan’s cigarette market. Evidence shows a steep drop in cigarette consumption, with per capita sales falling by more than half between 2011 and 2023. This remarkable shift began accelerating after these products entered the market in 2015.
A peer-reviewed study published in 2024 highlights this transformation, noting how the introduction of heated tobacco products sparked a rapid decline in traditional cigarette use. The study emphasized that halving cigarette sales in just over a decade is an extraordinary public health milestone. Experts say understanding how heated tobacco products fuel this change could help replicate similar success worldwide.
Health and Economic Benefits of Switching to Heated Tobacco Products
Another analysis from 2024 predicts that if half of Japanese smokers transition to heated tobacco products, it could prevent up to 12 million tobacco-related illnesses. This shift could also save the country’s healthcare system approximately 454 billion yen. Researchers recommend that Japan continue promoting cost-effective policies that encourage smokers to switch to these reduced-risk alternatives.
Such measures include raising awareness about health risks, offering better access to smoke-free options, and adopting tax policies based on harm reduction. International health advocates view Japan’s experience as a strong case for other countries to consider similar harm reduction strategies in tobacco control.
Local Advocates Support Harm Reduction Strategies
Dr. Lorenzo Mata, president of Quit for Good, a Philippine health advocacy group, stresses the importance of smoke-free alternatives like heated tobacco products and vapes. “If we really want to help smokers, education on and access to these less harmful alternatives should be prioritized,” he said.
At the 2023 Global Tobacco and Nicotine Forum, Japan’s health officials shared insights into their progress. Vice director Hiroya Kumamaru noted that smoking remains the leading cause of death in Japan, but the rise of heated tobacco products has significantly altered smoking habits. By 2019, nearly one-third of male and one-quarter of female tobacco users had switched to these products.
Minimal Risks of Unintended Use and Youth Initiation
Concerns about dual use or youth uptake have not materialized. Surveys revealed low initiation rates among young people, with only 2% in the first year and 1.3% the following year. Experts agree that there has been no increase in youth starting to use tobacco products due to the availability of heated tobacco.
Japan’s decade-long experience offers a valuable model for countries aiming to reduce smoking-related diseases through harm reduction. By embracing innovative alternatives like heated tobacco products, nations may achieve significant public health gains.
