Hiring Restrictions in Effect Until June 30
The Civil Service Commission (CSC) has reminded all outgoing elective officials that hiring restrictions remain in place until June 30. This comes after the national and local elections held on May 12. The CSC emphasized that any appointments made during this post-election period will be rejected or declared invalid unless they meet specific criteria.
The reminder aims to uphold the rules outlined in Section 112, Rule XI of CSC Resolution No. 1800692, dated July 3, 2018. This resolution details the conditions under which appointments made by outgoing officials can be considered valid.
Key Conditions for Valid Appointments
According to the resolution, an appointment during this restricted period must satisfy four main requirements to be approved.
1. Minimum Qualification Standards
First, the appointee must meet the minimum qualification standards set for the position or those mandated by any relevant special law.
2. Screening by HRMPSB
Second, the candidate must have been screened by the Human Resource Merit Promotion and Selection Board (HRMPSB) before the election ban took effect. Agencies are required to submit records such as HRMPSB meeting minutes and evaluation reports as proof of this screening.
3. Urgent Need for Appointment
Third, there must be an urgent need for the appointment to prevent disruption of public services or threats to public safety.
4. Compliance with Civil Service Laws
Lastly, all applicable civil service laws, rules, and special regulations must be strictly followed when issuing the appointment.
The CSC warned that any appointments made during this period that do not fully comply with these conditions will be disapproved or invalidated once submitted for attestation.
