House Approves Charges Against Sara Duterte Over Confidential Funds
The House of Representatives on June 10 approved the recommendations to file charges of plunder, technical malversation, bribery, and other offenses against Vice President Sara Duterte and several other individuals. These charges relate to the alleged misuse of confidential funds amounting to P612.5 million.
This decision came after the House Committee on Good Government and Public Accountability, led by Manila 3rd district Rep. Joel Chua, submitted Committee Report No. 1503. The committee had conducted an investigation during the 19th Congress concerning the misuse of confidential funds in both the Office of the Vice President (OVP) and the Department of Education (DepEd), offices under Duterte’s leadership.
Committee’s Findings and Recommendations
During the plenary session, Rep. Chua presented the key points of the committee’s findings to more than 300 members of the House. Afterward, Deputy Speaker Roberto Puno declared the report adopted following a voice vote. The committee recommended filing criminal, civil, and administrative cases against those responsible for the alleged misuse.
Specifically, the panel proposed charges of plunder under Republic Act No. 7080 against Vice President Duterte and multiple DepEd and OVP officials. These include Mr. Fajarda, Atty. Fajarda, Maj. Gen. Mempin, Lt. Col. Nolasco, Col. Lachica, Usec. Sevilla, Atty. Lopez, Mr. Ortonio, Ms. Acosta, and others. The report noted that at least Php 50 million in public funds were amassed unlawfully, with the total confidential funds misused reaching Php 612.5 million.
The committee also found evidence pointing to a conspiracy, referencing the “wheel of conspiracy” principle established in the Arroyo v. People (2016) case.
