House Approaches Full Completion of LEDAC Priority Measures
With the 19th Congress entering its final two weeks, the House of Representatives is nearing full completion of the Legislative-Executive Development Advisory Council (LEDAC) list priority measures. House Speaker Martin Romualdez proudly announced on May 29 that the lower chamber has approved 27 out of 28 LEDAC bills during the past year, reflecting a near 100 percent accomplishment rate.
These LEDAC priority measures, also called bills under the Common Legislative Agenda (CLA), are targeted for enactment before the 19th Congress adjourns sine die on June 13. “As of today (Thursday), we have acted on 27 out of the 28 LEDAC priority bills—a near-100% accomplishment rate,” Romualdez reported during an LEDAC meeting held at Malacañang Palace.
Senate leaders, Cabinet members, and key House officials were present at the meeting, which highlighted the strong collaboration between the executive and legislative branches. Romualdez emphasized that these bills are designed not just as legislative achievements but as tangible solutions benefiting everyday Filipinos. “These are not just bills—they are real solutions to real problems,” he said.
Progress and Status of Key LEDAC Bills
Out of the 27 approved LEDAC bills, 12 have already been signed into law by the President. These include significant reforms such as the New Government Procurement Reform Act, the Anti-Financial Account Scamming Act, and the VAT on Digital Transactions. Other laws cover areas like education, defense, maritime zones, and agricultural tariffs.
Meanwhile, some bills remain in various stages of the legislative process. The bill amending the Electric Power Industry Reform Act (EPIRA) lapsed into law on April 18, and the Capital Markets Promotion Act was submitted to the President on April 29. Several other measures, including the Blue Economy Act and amendments to the Universal Health Care Act, are currently under bicameral conference committee deliberation.
Additionally, the House has approved on third reading and transmitted to the Senate several key bills such as the National Water Resources Act, amendments to the Right-of-Way Act, and the Immigration Modernization Act. Among the 28 LEDAC bills, only the proposed amendments to the Agrarian Reform Law remain pending approval in the House.
Looking Ahead to the 20th Congress
The 19th Congress marks the first three years of the current administration, during which a total of 64 LEDAC measures were introduced. The House has approved 61 of these bills, with only three remaining, including the National Defense Act and the Budget Modernization bill.
After a break for the 2025 mid-term elections, the House and Senate will resume sessions on June 2. Speaker Romualdez assured that the House remains committed to advancing legislation that will improve daily life for Filipinos. “Mr. President, since the beginning, the House of Representatives has remained steadfast in its efforts towards the passage of the identified LEDAC CLA priority measures. As Congress resumes session on June 2, rest assured of our unwavering commitment to enacting key legislation that will bring tangible improvements in the lives of the Filipino people,” he stated.
