House of Representatives Starts Orientation for New Members
MANILA, Philippines — The House of Representatives has invited at least 97 new lawmakers to participate in an orientation and seminar designed to teach them the fundamentals of lawmaking. Secretary General Reginald Velasco shared this update during an interview at the Batasang Pambansa complex.
The orientation program targets first-time congressmen and women, introducing them to the essential processes and procedures involved in crafting legislation. However, returning members who have taken breaks from Congress or held other government positions like governor or mayor are also welcome to attend.
“We have two batches starting soon. One will begin this Monday, and media are invited to cover the opening of what we call the seminar for the first termers. But it’s also open to returnees because some congressmen are coming back after serving in other roles,” Velasco said.
Based on official records, 97 new lawmakers are first-termers. The seminar aims to ensure these fresh faces understand the legislative process clearly. The first batch’s orientation runs from June 23 to 25, followed by the second batch from July 7 to 9.
Velasco will deliver the opening remarks, emphasizing the basics of legislation, including how a bill becomes law and the step-by-step procedures required.
Sharing Experience with New Lawmakers
In addition to formal presentations, the House has invited experienced members to share real-life insights and practical knowledge with the newcomers. Deputy Majority Leader and Iloilo 3rd District Representative Lorenz Defensor and Senior Deputy Minority Leader and Northern Samar 1st District Representative Paul Daza will join these sessions.
“We’re introducing a new approach where active congressmen from the 19th and 20th Congress will share their live experiences. This includes Q&A sessions so first-termers can engage directly,” Velasco explained.
This interactive format aims to complement academic discussions by fostering meaningful exchanges between new and seasoned legislators. It provides first-timers opportunities to ask questions and learn from those with hands-on experience.
Lawmakers’ Composition and Seat Status
According to Velasco’s shared documents, of the 97 new members, 69 are district representatives while 28 come from party-list groups. Meanwhile, 41 returning lawmakers were absent from the 19th Congress but previously served in earlier sessions—35 are district reps and six belong to party-list sectors.
Additionally, 123 representatives are in their second term, and 51 are serving their third term. Altogether, the Commission on Elections (Comelec) has proclaimed 312 members so far.
The 20th Congress is projected to have 317 seats in total. However, five seats remain vacant. Three seats belong to the Duterte Youth party-list, whose registration was canceled by the Comelec 2nd Division. The other two vacancies are in Abra and Marikina, where proclamations have been suspended.
