House of Representatives Advances Budget Hearings Despite Weather

MANILA — The House of Representatives will continue its scheduled budget hearings and plenary sessions despite the heavy rains caused by the southwest monsoon, officials reported on Monday. The House of Representatives maintained its commitment to proceed with the 2026 national budget deliberations amid adverse weather conditions.

Secretary General Reginald Velasco issued a memorandum affirming that the House secretariat will operate on a regular schedule even as classes and government work in Metro Manila were suspended due to the downpour. “The House Secretariat will resume its regular work schedule today, September 1, 2025, to continue budget deliberations and facilitate committee meetings. Plenary session will be held at 3:00 p.m.,” Velasco stated.

Scheduled Hearings for September 1, 2025

Several important hearings are set for Monday. The Committee on Appropriations will review the proposed budget of the Commission on Elections starting at 9:00 a.m. This will be followed by discussions on the Department of Human Settlements and Urban Development’s budget allocation. Community members noted the House’s resolve to maintain its legislative calendar despite the weather challenges.

Meanwhile, the Committee on Higher Education will conduct its inaugural hearing, focusing on bills related to financial literacy courses, establishing new colleges of medicine, and integrating a comprehensive study of Philippine history into the curriculum. Local leaders highlighted the significance of these educational reforms for the future of the country.

Committee Organizational Meetings and Other Activities

In addition to budget hearings, the Committees on Senior Citizens and on Labor and Employment will hold their organizational meetings to set agendas and priorities. Officials reported that these meetings are crucial for advancing legislation that supports vulnerable sectors and addresses employment concerns.

Weather Conditions and Government Response

Earlier, the Department of the Interior and Local Government announced the suspension of classes and government work in Metro Manila and 16 nearby provinces for Monday due to heavy rainfall. This action was taken as a precaution to ensure public safety amid the intense weather.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) attributed the heavy rains to the southwest monsoon, enhanced by a low-pressure area located east of the country. Meteorological officials advised residents to stay alert and prepared for possible flooding and other weather-related hazards.

Despite these conditions, the House of Representatives reaffirmed its dedication to fulfilling its legislative duties without interruption. This determination underscores the urgency of the 2026 national budget deliberations and the importance of timely policy making.
