House of Representatives Plans to Conclude 19th Congress Strong
The House of Representatives is set to conclude the 19th Congress strong as it resumes sessions on Monday, June 2, following a three-month legislative recess. Local experts say the lawmakers are eager to finalize pending bills before the session closes on June 11, with offices officially shutting down on June 13.
“We started strong, and we will end strong,” a statement from the House leadership emphasized on Sunday, June 1. With this determination, the House aims to swiftly address crucial legislation that was left unfinished due to the pause for the 2025 mid-term elections.
Key Legislation to Receive Final Approval
Among the important measures queued for third and final reading is House Bill No. 10987, known as the Anti-Offshore Gaming Operations Act. This bill seeks to ban Philippine Offshore Gaming Operators (POGOs) and prohibit offshore gambling activities in the country. It comes amid growing concerns about crime, corruption, and national security linked to these operations.
Another significant bill up for approval is House Bill No. 11359, the Philippine Civil Registry Act, which aims to modernize the outdated system of recording vital civil information.
Additional measures include House Bill No. 11430, declaring a State of Imminent Disaster; House Bill No. 11395, which institutionalizes emergency assistance for individuals in crisis under the AICS Act; and House Bill No. 11400, which proposes expanding benefits and privileges for senior citizens.

During the 19th Congress, the House of Representatives handled a remarkable volume of work. Reports indicate that from July 25, 2022, to May 28, 2025, lawmakers filed 13,868 measures, including 11,506 bills and 2,361 resolutions. They submitted 1,451 committee reports and approved 1,493 measures on final reading, which led to the enactment of 280 national laws and 187 local ordinances.
Recently, House leadership proudly reported the completion of 27 out of 28 legislative priorities under the Common Legislative Agenda during a high-level meeting with the executive branch. This reflects a focused commitment to delivering results.
