House Approves Barangay and SK Terms Extension
The House of Representatives has firmly passed the measure extending the terms of Barangay and Sangguniang Kabataan (SK) officials from three to six years. This extension aims to provide stability and continuity in local governance. The approved bill, House Bill No. 11287, received strong support during the final reading on June 9, 2025.
With 153 votes in favor, only four opposed, and one abstention, the legislation marked a decisive move to “fix” the tenure of village and youth leaders. Local leaders noted this change will help synchronize elections and improve governance.
Key Provisions of the Terms Extension Measure
Authored principally by House Speaker Martin Romualdez, the bill amends Sections 42 and 43 of the Local Government Code of 1991 (Republic Act No. 7160). Aside from extending terms to six years, it reschedules the next Barangay and SK elections to the second Monday of May 2029.
The bill also introduces term limits: two terms for Barangay officials and one term for SK officials. Incumbents elected in the last BSKE on October 30, 2023, will continue serving until May 2029 unless removed or suspended for cause.
Legislative Journey and Final Approval
The measure passed its second reading on January 27, 2025. However, lawmakers took a break to prepare for the mid-term elections. Its final approval came just two days before the 19th Congress adjourned sine die.
