House Seeks Immigration Alerts on Former PCAB Executive
The House infrastructure committee has urgently requested immigration lookout bulletin orders (ILBOs) for former Philippine Contractors Accreditation Board (PCAB) executive director Herbert Matienzo and Syms Construction Trading owner Sally Santos. This move is part of the ongoing probe into anomalous flood control projects raising public concern.
In a letter dated September 4, the panel co-chairs Terry Ridon, Romeo Momo, and Joel Chua formally asked Justice Secretary Jesus Remulla to issue ILBOs against both individuals. They also urged the Bureau of Immigration to closely monitor and report any attempts by Matienzo or Santos to leave the country during the investigation, ensuring full accountability.
Background of the Flood Control Inquiry
Matienzo and Santos were not included in the initial batch of ILBOs signed by Secretary Remulla earlier this week. That first group mainly covered Department of Public Works and Highways (DPWH) officials and the top 15 contractors named by President Marcos Jr., who reportedly secured the majority of the country’s flood control contracts.
Sally Santos’ company is now under scrutiny after being linked to a P55-million reinforced concrete river wall project in Barangay Piel, Baliuag, Bulacan province. Community members noted that despite substantial government payments, the project site remains nonexistent.
President Marcos’ Disappointment Over Project Status
During an inspection last month, President Marcos Jr. expressed dismay upon discovering the absence of the promised river wall. Government records show payments totaling P49.3 million were made to SYMS as of 2025, raising questions about fund utilization and project delivery.
Allegations Against Former PCAB Executive
Meanwhile, Zambales Representative Jay Khonghun accused Herbert Matienzo of selling PCAB licenses to unqualified contractors. PCAB, an agency attached to the Department of Trade and Industry, is responsible for issuing and revoking contractor licenses to uphold industry standards.
The committee chairs emphasized in their request letter that if these allegations hold true, they severely undermine PCAB’s regulatory role and threaten the integrity of government infrastructure projects nationwide.
Matienzo’s Resignation and Ongoing Investigation
Herbert Matienzo resigned from his PCAB post last Thursday, citing health reasons. However, officials reported that his resignation will not halt the House’s pursuit of a lifestyle check and further inquiries into his conduct.
Representative Khonghun highlighted information suggesting Matienzo resides in an upscale village and owns multiple vehicles. During a tri-committee hearing last Tuesday, Matienzo denied these allegations. The investigation continues as the House seeks to ensure transparency and justice.
