House Resolution Filed to Investigate No Contact Apprehension Policy

A House resolution has been filed calling for a thorough investigation into the controversial No Contact Apprehension Policy. The keyphrase No Contact Apprehension Policy highlights a program that has sparked confusion and frustration among many motorists, especially motorcycle riders.

A lawmaker from the 1-Rider Party-list recently submitted House Resolution No. 2283 to the House of Representatives. The resolution urges lawmakers to examine the Metropolitan Manila Development Authority’s handling of the policy, citing numerous unresolved issues that have yet to be addressed.

Concerns Over Implementation and Motorist Impact

The No Contact Apprehension Policy was introduced to enforce traffic regulations using automated camera systems. However, reports indicate that its implementation has faced several challenges. These include unclear procedures for vehicle ownership transfers, inconsistent application of rules, and ongoing complaints about poorly marked road signs.

The lawmaker criticized the policy’s penalties and delayed rollout, pointing out that these factors disproportionately affect motorcycle riders and other road users. Furthermore, the policy was previously subject to a temporary restraining order by the Supreme Court, which has only recently been lifted.

Need for Clear Guidelines and Fair Procedures

The resolution stresses the importance of resolving existing problems before fully implementing the policy. “The intention behind NCAP is commendable, but the lifting of the TRO does not cure the existing problems,” the solon said.

He added, “Its current implementation is flawed and unfairly impacts our motorists. We need clear road signages, transparent ownership transfer processes, and a system that respects due process to ensure fairness.”

Calls to Postpone Policy Implementation

Alongside the call for investigation, the resolution also requests a postponement of the policy’s full implementation. The lawmaker urged the MMDA to demonstrate readiness and resolve the key issues before moving forward.

“I am calling for a delay in NCAP’s implementation until the MMDA can demonstrate its readiness and address these critical issues,” the representative stated. He further noted that initial discussions with the Land Transportation Office suggest that current systems are not yet prepared.

“We cannot allow a system meant to promote road safety to create more problems for our citizens,” he emphasized.

The 1-Rider Party-list remains dedicated to advocating for traffic policies that are fair, transparent, and rider-friendly. The group prioritizes the welfare of all road users and continues to push for reforms that support safer and more equitable road conditions.
