Manila Rep Defends Young Legislator Amid Budget Questions
Manila 6th District Representative Bienvenido Abante Jr. expressed sympathy for Nueva Ecija 1st District Representative Mikaela Suansing amid recent questioning about the House small committee’s role in the budget process. This issue surfaced when Navotas City Representative Toby Tiangco challenged Suansing during the initial deliberations of the proposed P6.793 trillion 2026 national budget on August 18.
Tiangco sought a copy of the report from the small committee that reportedly altered the 2025 national budget. However, Suansing clarified that she was not yet the head of the committee on appropriations at that time. Abante noted that Tiangco appeared to be targeting Suansing unfairly regarding the House small committee’s actions during the previous Congress.
Young Legislator Faces Unfair Criticism
In an interview with local media, Abante said, “I would like to say, I pity Congresswoman Suansing because she is a very young legislator; she is not yet—that was not her time yet.” His remarks highlighted Suansing’s limited involvement during the previous legislative session, emphasizing that she should not be held accountable for the small committee’s work then.
Officials reported that Tiangco’s criticism, which questioned the transparency of the small committee due to the alleged absence of records, was misplaced. Abante pointed out that discussions about small committees are not new, and Tiangco, a seasoned legislator, should have raised these concerns earlier.
Timing of Criticism Raises Questions
“Toby Tiangco has been there for what, the past Congress. He should have actually complained already on that before that time. Why just now?” Abante questioned, suggesting that the timing of Tiangco’s objections was suspicious. Community members noted that raising such issues only during the current budget cycle seemed strategic rather than genuine.
Understanding the House Small Committee’s Role
The House small committee is a panel comprising key House and committee officials who review and address amendments even after the General Appropriations Bill passes the House of Representatives on its third and final reading. This committee plays a crucial role in refining budget legislation before final approval.
Local leaders explained that the small committee’s work is an established part of the legislative process, designed to ensure thorough examination and adjustment of budget allocations. Transparency and documentation are part of the committee’s mandate, though the timing and handling of reports can vary.
Looking Ahead
As the deliberations on the 2026 national budget continue, the spotlight on the House small committee underscores the importance of accountability and clear communication within legislative processes. Observers urge all legislators to address concerns promptly and transparently to maintain public trust.
