House Speaker Commends Joint Administrative Order
House Speaker Martin Romualdez has praised the newly signed Joint Administrative Order (JAO) that creates a robust regulatory framework to protect overseas Filipino workers (OFWs) and their balikbayan boxes. This new policy aims to prevent fraud, theft, and delays in the delivery of these boxes, which hold deep sentimental value for many Filipino families.
Romualdez emphasized that the Joint Administrative Order strengthens oversight of sea cargo consolidators, requires clearer documentation, and enforces faster complaint procedures to stop illegal practices by unauthorized freight forwarders. “Today’s milestone reflects what public service should always be—listening to the people, acting on their concerns, and delivering results that uplift lives,” he said on June 10.
Protecting the Balikbayan Box and OFW Interests
According to Romualdez, the balikbayan box represents more than just cargo; it tells the story of a Filipino working hard abroad for their family’s welfare. “It deserves protection, and it has now been secured,” he added. The JAO offers OFWs peace of mind by assuring them that their carefully packed gifts will arrive intact and on time.
“No more sleepless nights wondering where their box went. No more fear of pilfered gifts or weeks of unexplained delays. And for families here in the Philippines—it means receiving those carefully packed items on time, complete, and untouched,” he explained.
Collaborative Efforts Behind the Policy
The JAO was signed by key government bodies, including the Departments of Finance, Trade and Industry, Transportation, and Migrant Workers, alongside the Bureau of Customs, Fair Trade Enforcement Bureau, and the Philippine Ports Authority. This collaboration ensures a comprehensive approach to safeguarding OFWs and their parcels.
Speaker Romualdez also acknowledged the vital role played by OFW Party-list Representative Marissa “Del Mar” Magsino, who authored House Resolution No. 499. This resolution was a key catalyst that led to the creation of the JAO.
“Rep. Marissa Magsino acted with urgency and heart. She gave voice to the frustrations of our OFWs and worked to build a solution that is now a reality. Her leadership brought this reform from the committee room to the Customs gate—and finally, to every Filipino doorstep,” Romualdez stated.
Moreover, Romualdez praised Tingog Party-list Representative Jude Acidre, Chair of the House Committee on Overseas Workers Affairs, for his leadership in uniting agencies, freight companies, and migrant advocates. Acidre’s efforts ensured the policy was both swift and enduring.
“Chairman Jude Acidre worked hand-in-hand with agencies, freight companies, and migrant advocates. His leadership ensured that this reform was not only swift—but substantive and lasting,” Romualdez said.
