House Speaker Confirms Impeachment Complaint Receipt

House Speaker Martin Romualdez has officially acknowledged receiving the Senate President’s letter concerning the upcoming impeachment proceedings against Vice President Sara Duterte. This communication marks a crucial step in the transition of the impeachment process from the House of Representatives to the Senate.

In a letter dated May 22, 2025, Romualdez addressed the Senate President, confirming the receipt of the verified impeachment complaint. He assured that the document would be forwarded to the panel of House prosecutors responsible for handling the case. “The House of Representatives confirms receipt of your Honor’s letter dated 19 May 2025, relative to the verified impeachment complaint against Vice President Sara Z. Duterte,” Romualdez wrote. “This will be transmitted to the panel of House prosecutors.”

Senate Preparing for Impeachment Proceedings

The letter from Romualdez was received by the Senate President’s office on the afternoon of May 22, as shown by an official timestamp at 12:28 p.m. This response came after Senate President Francis Escudero informed the House that the Senate was ready to proceed with the next phase of the impeachment.

According to Escudero’s May 19 letter, the Senate is set to welcome the House’s panel of prosecutors on June 2, 2025, at 4 p.m. This meeting will initiate the formal impeachment trial process. “Pursuant to Rule II of the Rules of Procedure on Impeachment Trials, we would like to inform your good office that, having taken proper order on the impeachment of Vice-President Sara Z. Duterte, the Senate shall be ready to receive the House of Representatives’ panel of prosecutors at 4 o’clock in the afternoon of June 2, 2025,” Escudero stated.

Impeachment Complaint and Charges

The impeachment complaint includes seven charges against Vice President Duterte, which were first publicly disclosed on February 5, 2025, when the House filed the complaint to the Senate. Escudero reminded that the House prosecution panel is expected to read these charges aloud during an open session, as part of the trial’s formal procedures.

“As stated in our letter dated February 24, 2025, the Senate shall expect the prosecution to read the seven charges under the Articles of Impeachment in open session,” Escudero added.

Senate to Convene as Impeachment Court

Furthermore, the Senate will formally convene as an impeachment court at 9 a.m. on June 3. This session will serve the purpose of issuing summons and other relevant orders to proceed with the trial.

The exchange of letters between the House Speaker and the Senate President symbolizes the official handover of impeachment jurisdiction to the Senate. At this stage, the Senate assumes responsibility for conducting the impeachment trial, while the House continues to serve as the prosecuting body.
