House Speaker Consoles Colleagues After Mid-term Election Defeats

A number of congressmen faced tough losses in the recent mid-term elections. Yet, House Speaker Martin Romualdez offered comforting words that urged them to keep their heads high and look forward. During the House of Representatives plenary session on June 2, Romualdez addressed members who will not return to the 20th Congress—either due to electoral defeat or term limits.

“To those who prevailed — congratulations. The people have placed their trust in you once again. Carry that trust with honor, humility, and courage. Use your renewed mandate to fight even harder for their needs, for their hopes, and for a future where no Filipino is left behind,” Romualdez said during the session.

He also expressed deep respect to those ending their service: “And to the rest of my colleagues—saludo po ako sa inyo. Your service in this Chamber will not be forgotten. Hindi man kayo nabigyan muling panibagong termino, tandaan ninyo: you were part of something bigger than any one election.”

Legacy of the 19th Congress: A Shared Journey

Romualdez, who represents Leyte’s 1st district and leads the Lakas-Christian Muslim Democrats party, reminded lawmakers of their collective achievements in the 19th Congress. “You helped pass laws. You shaped debate. You served your districts with passion and integrity. You gave your all – and the Filipino people saw it,” he emphasized.

“Your legacy is now woven into the fabric of this Congress. At kahit wala na kayo rito sa susunod na panahon, mananatili kayong bahagi ng tagumpay ng 19th Congress,” he added, highlighting that their contributions remain a vital part of the institution’s success.

Romualdez credited the 19th Congress’ accomplishments not to political dominance but to a culture of cooperation and shared goals. “We bridged divides. We reached across parties. We listened to one another, debated one another, but in the end – we voted for the Filipino,” he remarked.

Unity and Service Above Politics

He further stated, “We showed that in the face of challenge, this House stood strong. We chose country over color, service over self. This is the power of democracy. This is the spirit of Bagong Pilipinas.”

Impressive Legislative Output Despite Challenges

The House, composed of over 300 members, processed an extraordinary volume of work throughout the 19th Congress. From July 25, 2022, to May 28, 2025, lawmakers filed 13,868 measures, including 11,506 bills and 2,361 resolutions.

The chamber submitted 1,451 committee reports and approved 1,493 measures on final reading. Among these were 280 Republic Acts, comprising 93 national and 187 local laws.

The 19th Congress is set to adjourn sine die on June 11, with legislative offices formally closing on June 13. Despite the conclusion, Romualdez’s message assures that the efforts and service of all members remain valued and impactful.
