House Commits to Veterans Access to Lifetime Care
MANILA, Philippines — The House of Representatives has pledged to back the expansion of Veterans Access to Lifetime Optimized Healthcare (Valor) Clinics nationwide. Speaker Martin Romualdez emphasized the importance of allocating sufficient funds to establish more Valor Clinics that will serve our nation’s war veterans.
“The valor of our veterans and soldiers can never be fully repaid. But in recognition of their invaluable contributions to our nation, we in the House of Representatives, in support of President Marcos’ program, will work to ensure healthcare services, treatments, and medicines are always within their reach,” Romualdez stated on Sunday.
Budget Support for Veterans Access to Lifetime Clinics in 2026
With the 20th Congress preparing to review the Executive branch’s National Expenditure Program for 2026, the House will prioritize funding for more Valor Clinics, especially in underserved regions. Romualdez assured that these clinics will receive ample support in the national budget.
This declaration follows President Ferdinand Marcos Jr.’s recent launch of a Valor Clinic pilot at Basilio Fernando Air Base, Lipa City, Batangas. The initiative, under the Veterans Memorial Medical Center (VMMC), aims to address the healthcare needs of veterans, retired soldiers, and their families in underserved communities.
Decentralizing Healthcare Services for Veterans
The Valor Clinics aim to decentralize VMMC’s services by establishing healthcare facilities in military installations and hospitals across the country. This approach intends to reach over 400,000 veterans, retired soldiers, and dependents who have been underserved due to logistical and financial barriers.
Three-Phase Rollout of Veterans Access to Lifetime Clinics
Romualdez explained that the Valor Program will be implemented in three phases, targeting 15 clinics nationwide by 2028.
Phase 1 clinics include:
- Fernando Air Base, Batangas
- Northern Luzon Command, Tarlac
- Fort Bonifacio General Hospital, Taguig City
- Southern Luzon Command, Quezon
- Camp Riego de Dios, Cavite City
Phase 2 clinics will be established at:
- Eastern Mindanao Command, Davao City
- Western Mindanao Command, Zamboanga City
- Brigadier General Benito Ebuen Air Base Hospital, Mactan
- Government Arsenal Medical Facility, Bataan
Phase 3 clinics include:
- Kuta Major Cesar L. Sang-an Hospital, Zamboanga del Sur
- Camp Peralta Station Hospital, Capiz
- Camp Evangelista Station Hospital, Cagayan de Oro
- Camp Melchor F. Dela Cruz Station Hospital, Isabela
- Camp Siongco Station Hospital, Maguindanao
- 8th Infantry Division Hospital, Camp General Vicente Lukban, Samar
Comprehensive Care Through Telehealth Integration
These Valor Clinics will be managed by medical teams connected to the VMMC through telehealth systems. They will offer a range of services, including immunizations, diagnostic testing, consultations, medication maintenance, preventive care, and chronic disease management.
Romualdez highlighted the significance of these efforts, noting that the Valor Program is a vital step toward honoring veterans by ensuring their healthcare needs are met promptly and efficiently.
