House Suspends Work on July 22 Due to Heavy Rains

MANILA, Philippines — The House of Representatives has suspended work on Tuesday, July 22, 2025, due to persistent heavy rains brought by the southwest monsoon, locally known as the “habagat.” This decision aims to protect the safety of employees and the public amid widespread flooding across Metro Manila.

House Secretary General Reginald Velasco announced the suspension in a memorandum issued Monday. He emphasized that despite the suspension, offices responsible for essential services must continue operating to ensure uninterrupted delivery of vital functions.

Essential Services to Continue Amid Suspension

“In view of the continued heavy rainfall and widespread flooding in Metro Manila, which threaten the safety of motorists and the general public, work in the House of Representatives will remain suspended on July 22, 2025,” Velasco stated. He further assured that the House leadership is closely monitoring the situation and will take all necessary steps to safeguard its employees’ welfare.

Earlier, the House also suspended work starting at 4:00 p.m. on Monday, allowing employees to leave earlier in anticipation of worsening weather conditions.

Widespread Suspensions in Luzon Provinces

Following the House’s lead, the Department of the Interior and Local Government (DILG) announced the suspension of classes and government work in several areas across Luzon. Affected regions include Metro Manila, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Pangasinan, Tarlac, and Occidental Mindoro.

These suspensions respond to the combined impact of Severe Tropical Storm Crising and the southwest monsoon, which have caused heavy rains and flooding since last Friday. Local officials noted the ongoing threat to public safety and urged residents to remain cautious during the adverse weather.

Impact of Habagat and Tropical Storm Crising

The southwest monsoon, or “habagat,” continues to bring intense rainfall to many parts of Luzon. When combined with Severe Tropical Storm Crising, the resulting floods have disrupted daily life and raised safety concerns for commuters and residents alike.

Authorities remain vigilant as they coordinate relief efforts and monitor weather updates to protect communities affected by the storm and monsoon rains.
