Senator Ejercito Voices Disappointment Over BHW Bill Withdrawal
Senator Joseph Victor “JV” Ejercito expressed his deep disappointment following the House of Representatives’ decision to withdraw its adoption of Senate Bill No. 2838, widely known as the Magna Carta for Barangay Health Workers (BHW). This four-word keyphrase, Magna Carta for Barangay Health Workers, symbolizes the long-awaited recognition and support for these essential community frontliners.
The Senate had already passed the bill on its third and final reading last February, and the House initially adopted the Senate’s version. Many, including Ejercito, expected the measure to be signed into law soon. However, the House’s recent reversal during the closing days of the 19th Congress dashed those hopes.
Senate Remains Committed to BHWs Despite Setback
During a privilege speech on June 11, just before the Senate adjourned, Ejercito addressed the nation, particularly the hardworking BHWs. “For the information of all our beloved BHWs, we would like to express our sadness and disappointment with this current development,” he said.
He lamented that what seemed like the final step before the bill’s enactment turned into a step backward. “Sa kasamaang palad po, sa pagbawi ng mga kasamahan natin mula sa HOR ng kanilang acceptance ng Senate version, ito ay mistulang hakbang paatras para sa tuluyang pagsasabatas ng panukala nating ito,” Ejercito added in Tagalog, emphasizing the setback caused by the House’s withdrawal.
The Bill’s Purpose: Honoring Unsung Heroes
Ejercito championed the Magna Carta for Barangay Health Workers to ensure these frontline heroes receive just compensation and acknowledgment for their dedication to public health. Their essential role became even more apparent during the COVID-19 pandemic, where BHWs stood as vital community defenders.
Despite the disappointment, Ejercito reassured that the Senate remains sensitive to the struggles of BHWs. “Sa bahagi po ng Senado, ginawa na po namin ang aming tungkulin ngunit makakaasa po kayo na patuloy kaming nakasuporta sa lahat ng ating BHWs,” he said, committing continued legislative support.
Looking Ahead: Awaiting House Action
Ejercito stressed that the Senate will patiently wait for the House of Representatives to reconsider and take the necessary steps to move the bill forward. “Maghihintay kami sa susunod na mga hakbang na maaaring gawin ng HOR para umusad ang bill nating ito na handog natin sa ating mga bayaning BHWs,” he declared, highlighting the hope that this important legislation will eventually pass.
The withdrawal from the House underscores the challenges in passing laws that recognize grassroots health workers. Still, the resolve of lawmakers like Ejercito signals ongoing support for those who tirelessly serve communities nationwide.
