ILOILO CITY – The Iloilo City Council is contemplating declaring the Department of Public Works and Highways–Iloilo City District Engineering Office (DPWH–ICDEO) District Engineer Roy Pacanan persona non grata, marking a potential second occurrence of this action. Councilor Romel Duron, chair of the committee on environment, highlighted that the decision to declare persona non grata will proceed if Roy Pacanan continues to avoid attending the quad committee’s investigation regarding the DPWH–ICDEO’s waterway projects within Iloilo City. “They invited Engr. Pacanan as a resource person,” Duron explained, emphasizing that the engineer “should not undermine their duty as a council, which was given to them by the public.”
